This is a function of its design (ability to accept double stack high capacity magazines, separate pistol grip etc.). Sig released the first 556 to a rather lackluster appeal. Not only did they not look like the 550s, but they also had QC issues with canted rails and reliability issues.
If a gun is in question then isnt it a matter of comparing the guns official name and model to the list of banned guns ( that are named by manufacturer and the official model of the gun). Correct me if Im wrong but the SIG sniper rifle comes with a small capacity magazine from the manufacturer. The scope mounting system consists of a centering hole located on the front face of the rear sight assembly and a dovetail-like mounting point at the front end of the receiver.
